if your hack is useful, he will be used by members... if your hack is a crap, nobody will use it, it's logical!

Like mentioned there is a lot more to it then only number of releases and installs.

The full calculation is not made public, as there will always be people that will try to (ab)use that information to try and raise their level in an artifical way.
