adding vbulletin page

I was wondering how i would add an extra vbulletin page with just the header, navbar and footer and maybe just a blank vbulletin box in the middle. thanks.

my site is http://www.cellphoner.net i was wwanting to add the navbar, footer, etc to this page http://www.cellphoner.net/sms/ so the sms is in a vbulletin box. thanks
