Ban based on Timezone

I run a forum where I've been getting hit pretty hard lately by spammers who register in the timezone (-12:00) Eniwetok, Kwajalein

Is there a mod that will ban based on what the user enters as their timezone?

It would also be nice if they're IP address is also immediately banned to prevent them from switching time zones (if they are in fact even human)

What would it take to make that mod work for 3.5.4? There are additional rows in the database that prevent the use of the current mod.

In the XML, find and remove executionorder="5".
