Can't get much closer really. That is The Nail Geek old 3.0 style. He does not use it anymore and the sites is not even named The Nail Geek anymore.

As the original poster said, he saw his screen shot posted somewhere on this site (vb.org). It had to be a pretty old screenshot.

It looks like a screenshot posted in one of the thenailgeeks past article hacks.
I think the guy who designed it is the same person who designed vbulletin.org past style..what was it called..Smooth Blue perhaps?
