Can't quickreply ..... help me pls !!!!

i use vbb 3.6.4 and vbb 3.6.5 .
If i type english , shoutbox and quickreply will work well
But i type vietnamese, it don't work . It appear Posting Quick Reply - Please Wait and no post here.

Your webhost needs to install iconv, or you need to disable mod_Security
