Cant Upload Avatars???

When i try to upload an avatar i get this code error.

Make sure you have the correct settings for the safe mode options at:

AdminCP -> vBulletin Options -> Server Settings and Optimization Options

what do you mean? i dont know what to do now. all necessary directory has been made chmod 777.
