Why can't my members use fonts and colors?

I recently migrated my board from php to vb. www.insurance-forums.net
For some reason, whenever we reply to messages, there is no option for font, size, color, bold etc... I know that this feature is pretty standard, so I must have turned it off or something.

How would I go about turning it back on? I can't seem to find anything about it in the admin panel.

Also, could installing a mod have caused this?

Check your personal editor settings.

UserCP > Edit Options > Message Editor Interface >
