The ModCP link will not show for regular Moderators, only for Super Moderators, as it would have a serious performence impact to add it.

They can still access the ModCP however if you give them the link.

Edit your footer template.

Find:
<if condition="$show['modcplink']">
And replace by:
<if condition="can_moderate()">

But it will add extra queries to each pageload.
