I'd like some feedback on my forum, it just doesn't seem to be able to get off the ground, and I'm really stuck as to what I'm doing wrong.

I would clean up some of the HTML tags.
http://validator.w3.org/ will look @ your site and give you some feedback on a few code standards and/or missing syntax.

On your gallery you may want to add the 2nd navbar hack of navigation.

Well its because your forum is about Warwickshire, and everyone knows Northamptonshire is the best :p

But seriously, you should try approaching local businesses and get them to advertise your website in their window, perhaps in exchange for an advert or discussion forum for them and their merchandise?

Or you could go to local community centres and ask to add flyers, and try to get a community of people to transfer on to your website as a way of communicatin?

I think you could be right about it being about Warwickshire though Chris, the one thing I've come to realise since starting the forum, is very little seems to happen here.
