disable 'new thread' button in a forum?

How would I go about disabling the new thread button in a specific forum?

This forum is set-up to have a new thread created upon a specific conditional. I want to prevent users from starting threads on their own.

How would I go about doing this?

You should simply be able to change the usergroup permissions, so that they cannot start threads, I've done this in a news section, but allow them to reply to threads.
