locking out of control panel

How (if able to do so) can I lock a troublesome member out of their control panel so they cannot change their av or title or recieve pms?

1)__ create a new usergroup and set permissions to NO
2)__ move person to new usergroup

I did that and the person somehow was able to send me a pm

You have to disable PMing as well. They can simply click the link "PM this user" in your profile.
