Infraction PM

When infractions are given, the user the infraction was given to does not receive a PM letting them know they have received an infraction.

Why? Have I altered any settings?

I have and the only option there that's slightly relevant is 'Require Infraction Message' which I don't want.

I just want it to auto PM users when they recieve an infraction, without moderators having to type a PM out.
