Edit your own hack in your AdminCp Panel

Hi, I've seen some links, in some hacks screenshots.
Here one, for example:

What "[Edit]", "[Delete]", "[Add Settings]", "[Edit]", "[Delete]" are!?
How can I put these links there, if I'm developing my own hack? :)
