How do you make the RSS Feed so that you can have it on an external webpage. Like if I wanted to have an RSS Feed of the topics from general discussion with a few sentences of the first post of each how would I do so?

Their news is an RSS Feed from their forum, but he's using IPB lol.
How would I do so for vBulletin? I tried messing around with the RSS feed stuff in the ACP But I couldn't figure it out...
