How do I create a forum banner/logo like this ?

I'd like to create a forum logo/banner which would look like the one shown at the top of this forum here ?

I like the way it spans the width of the page and has an animated section at the end. I think it's 2 separate images but there must be some custom code involved.

Can anyone offer any help please ?
