X # of posts before allowed to post in certain forum?

Is it possible to flag a certain for so that you need 2 or more posts before you can post in the a specific forum?

this can be done using default vB usergroups & promotions.

Can you provide more details on how to use the promotion system to make this automatic. I assume I don't have to manually promote each user for this.
