How can i check if the user thats browsing the current thread is able to delete the thread?

Found out what usergroup that person is in, and check the usergroup permissions for that particular usergroup

Some users have multiple usergroups. Also mind showing some example code of how to do it?

No, just check both usergroups. Its in the admincp > usergroups > usergroup manager

What example is there to show?

go to admincp > usergroups > usergroup manager and check their "Post / Thread Permissions"
