i got the file.. but my file doesnot bring anything!

my version of vBulletin is: 3.5.0

Do i need to upgrade to mk this external.php file work?

You probably have it disabled from the AdminCP.

I could not locate the RSS enable/disable option in AdminCP?/ whr is this??
