It belongs to a member who has a script pulling in vb.org and serving it back to you - he promised to stop doing it a while ago, but as you can see, he didn't.

He hasn't done much with the program for a while.........i am sure he has probably forgotten that the link is still there...

Of course it will. This is not a about a members login IP it's about a websites IP which is very easy to block.
