Yes, we just enabled signature rules for usergroups. You can still upload an image with the Signature picture option.

I guess you have to go with that 19.5 size LIMIT...

Is this for all members on vB.org(not including staff)

Yes, there are Signature rules for all members.

Are you getting any errors? Did you make sure you click 'Insert Signature Picture' after you uploaded it?
