How can I create my own templates?

How do I create my own templates? Also, how can I add the standard vb drop down menus in other areas. For example, instead of showing three links in the member profile to add user to buddy list, remove user from buddy list, and user options, I'd like to show a "Tools" menu that when clicked on shows those options.
