Is this a time limit as in:
After making a post, there is a time limit before the user can no longer edit the post.
OR
When editing a post, the user must complete the edit under a time limit or the changes will not be saved.
If it's the latter, could you please give an example of a situation where this might be needed?

The function comes with vBulletin, but it is a global setting. This just extends it so it is on a per-forum basis.

One thing only: for some forums I would like to have "unlimited" edit time. Now I can only select '0' for global time limit or define a limit, but not unlimited... Or am I wrong? :D

Could this be a bug: when I select the *-option and save the page, the field is still showing '0'. I need this unlimited edit time for certain forums, so I hope this can be fixed. :)

Had to remove it b/c I need it to affect #1 and #3 but it looks like it only does #3.

As Eagle Creek said, it only applies to #3. But with some addition of code, it could possibly work with #1.

Obviously, yes. Note the version specified, 3.6.x (x as in any version of the 3.6 branch).

I meant I set the option to -1 to have unlimited edit time, but the result turn out to be that member unable to edit post right after they submit it

I just applied this to 3.7 PL 1, and it doesn't seem to work. The edit button does stay around for the new, forum-specific time (although setting time to "-1" means there is no edit button at all).
HOWEVER, when I click edit and make changes, a popup appears and tells me that I can't save them because the administrator has set a 120 minute limit (this is my global limit). My guess is this is the popup normally designed to occur if you open up the edit window before the global limit hits, but then don't save until after the limit has hit.
Anyway, the mod isn't working for me.
I have no other plugins/products installed. No template mods except trivial navbar stuff, no code hacks except a tweak to PM folder display.

I tried to install this but I get the following mysql error when attemping to save a forum's configuration :
MySQL Error : Unknown column 'pfetltimelimit' in 'field list'
Error Number : 1054

I'm having the same problem and have found that if people open their post in a new window, then they can edit, regardless of the time limit.
I think it's because of this but I'm not sure, can anyone confirm?

I think that this one doesn't work at all before and this is un-working product from the beginning.
It does only hide/show edit button from the thread but doesn't prohibit editing the post.

It was working till ~3.6.5. I have not had the time to fix anything as I have other things that take higher priority.

This would be a truly great function for my board. I have one area (for discussion/debate on hot topics) that I want to allow a very short edit time (like 3 minutes) for typos and quick fixes but right now all I can do is the same as the rest of the forum or none.. so I have it at none.
Is it possible this may be updated for 3.7 at some point soon after it comes out? (This type of function really should be included IMO). :)

I don't know why Dismounted do not want to fix this one or test.
The changes which were made from 1.2 to 1.3 are listed in my post.
They are very easy to understand for such coder as he is.
You can always take Dismounted's 1.2 version and make the changes I listed in my post manually.

The administrator has specified that you can only edit messages for 120 minutes after you have posted. This limit has expired, so you must contact the administrator to make alterations on your message.
Note that the standard time limit is 5 minutes, so I don't know where this 120 minutes is coming from as I have never used that number for anything on my forum...

Did you try to uninstall this plugin and check with out it?
I think you meesed some thing in forum's options.
What option didn't you change in forum's ACP?

So it seems like this mod simply isn't working for me at all. I have a specific forum set with 14400 and have made sure the Registered usergroup has the option to edit a thread and title, but still no dice.
I should also note that I am using per_forum_edit_time_limit_1_2.zip. I do not see a 1.3 anywhere...

So for this option would be a lifesaver!

EDIT: Installed your modded v1.7 for v3.67 and with a -1 setting, the "edit" and "delete" button function appears fine in the specified forum. Also it should be noted that I found out I could make the original author's released v1.2 work if I specified a number other than -1. ie: I used 86400 for 60 days (in minutes) and the "edit" and "delete" buttons appeared. Thanks again for your help... :)

Version is 1.3 and not 1.7 ;)
Also 1.2 doesn't work. Yes, you will see the buttons but when you try to edit some post as normal user you will get an notice that you can't.
To test you must try to edit some post as normal user. Then you will see if it work or not.

Any idea when this would be upgraded to work with 3.8.x? I think a few people would be happy to have this. BTW, this should be standard in vbulletin. I really don't understand why this setting is global. Permssions by usergroups would also be great, for sure.

Version 1.3 none-official you can find in this post #1447697 in its attachment.
Version 1.2 doesn't work since 3.6.5.
Also there was a speech about vBulletin 3.6.7+ in post #1767090.

its working now but there is a problem
in my fourm I like to enable VIP member to have unlimted time to edit there post but with this mod it disable it and give time only for all users ?

Specifically, the unofficial 1.3 by Makc666 works fine in 4.1.x. The official 1.2 doesn't work properly.
