You have a broken table , and from the looks of it (hard to see in pic) it is in your forum home templates, someplace your missing a </table> or </tr> or </td>

the first is when i am logged in and the second is when im logged out it is just when im logged out the problem comes ???

From the looks of it you edited your forumhome template as of late, by where the guest message is , is where your table is broken.
