How do I: Members can only vote on polls after x amount of posts

I need a mod that will only allow members to vote on poll after x amount of day or x amount of posts. I've found some here on this site but nothing for the version of vbulletin I am running, 3.5.4. How can I do this?

This can be done. If more than 10 people wants it, I can code.

Edit: I also can add a function, if the user hasn't posted in the thread, he or she can't vote.
