Is there a way to give users the option to use both the custom upload feature AND the option to select from avatars uploaded to the forums?

I'd like to give them an option to upload thier own OR browse a gallery of pre-loaded avatars. But have both options available to them at the "Edit Avatar" screen under UserCP.

Yes, make sure that the usergroup permissions are set to allow upload of avatars, and that you have a selection of avatars available in the avatar library.
