I've tried numerous times to import a plugin. I've tried uploading the file from my computer and importing it from the server. Neither works.

When uploading from my computer, I get the message:

No file uploaded and no local file found.

When importing from server, I get:

No file uploaded and no local file found.

The filename I browse for is on my desktop locally: capboupc.xml

When I try to import the file, I've tried these paths:
/includes/xml/capboupc.xml
./includes/xml/capboupc.xml

We're using vBulletin v3.6.2 with vbSEO 3.0 installed.

Any ideas?

Are you "typing in" a path when you are uploading from your desktop? If you use the "browse" function and also specfy a server path, vBulletin might ignore your browse-path in leui of the server one.

I'm browsing to the file. It's located on my destop, and I click it after browing to it. I've also tried grabbing it from the c:\ directory. I've tried every combination, I've deleted the server path, left a valid server path in, everything. It can't find my file!

No clues?
