Cutomise New Member Emails

I want to customise the welcome email people get when they sign up to my forum, I personally approve all members to keep out the spammers. if they have a .au (australian) email I automatically approve but I want to tell people with hotmail , gmail addresses etc to verilfy themselves to me with an email
I can't find how to customise the welcome email
