Need some Navigation help!!!!!!

I need somone to help me make this navigation bar functional - meaning when you scroll over the search/quick links sections the popups open. And when you log out/non registered user see's somthing different.

I will supply all of the images to whoever can do this and I am willing to pay.

What do you want to show for unregistered users instead of Search and Quick links?
