i get problems at the moment with a certain user posting - they will create a username and then post stupid comments
i know i could moderate new users but i find when i use this feature the people who join tend not to come back
so what i would like to see is new users 1st post (moderated) and then they can be allowed to post as usual
- please feel free if u have any other ideas around this - thanks

It's called moderate threads, it comes with vBulletin as default.
It should be under Forum Manager > Select your forum > Option 'Moderate New Threads' set to yes.

Thanks thats great and i never knew that option was there
would be good if it didnt apply to every post - ie: a users 2nd or 3rd post

That would apply to all new threads in that forum.

Set it so that registered member's posts are moderated.
Create a new usergroup with permissions set so that they are not moderated.
Create a promotion so that once a user has posted once, they are promoted from the registered users to this new usergroup.
