Why don't I get an email when there is an update?

I sometimes get an email when there is an update to a mod I have installed, but most of the time, I don't. Why is this? Is it a programmer option to alert everyone?

It is up to the author to issue an update email when they update their modification. Not all authors do this, and not all updates require an email to be issued as they are minor.
