add system wide message?

I've seen this before but I cant figure out where it is.
Basically I want to add a box at the top of all the forums where I can put a message to everyone to read.
Can someone please tell me how to do it?

Like that? I use the Global Announcement 1.2 Displays an announcement of choice on the index page of your forum
