It would be nice. A lottery system with paypal. Members can buy lottery ticket for an amount with paypal and then the winner gets all the lottery money. Maybe not all... the site can keep a little of it. So if someone can make it please it would be really nice. :)

I know it's a bit off topic but in the US and several other countries this is generally not legal.

As far as actually doing this, you could setup a paypal shopping cart with tickets for a set price then, at the end of the period, export the orders and pick one... which should take all of a few minutes.

I'm not attorney but I believe you need to be a non-profit organization to legally hold such an event. There's also issues about how you hold it, how people can enter, etc... If you force people to pay at some point it's a lottery.

I believe this is legal. There are online gambeling sites everywhere, which payout money. So if they can do it, I believe you can also.

Its legal if the server and the owner of the server have a gambling license and the website and server reside in a city/state/country that specifically allow gambling in that specific location.

Most online gambling sites are run "off-shore" or from Las Vegas, Nevada, USA. Majority are off shore though.
