Paid To Post Hack

Is there a hack out there that will

1) Count the number of posts a user makes
2) Credit the user for posts if the user has achieved a certain number of words in that post.
3) Alert admin that XYZ user has achieved that certain number of qualified posts and should be paid $xx for reaching that limit.
