arrange my categories

How do I arrange my categories like in the attachment below.

In the Modifications help and advice category it is split into 6 others with a picture for each forum. How would I do this for my site?

I have been searching on vb.com and posted but to no avail. Can anyone here help me in my search? The forum in question was running 3.0 however it can be done as its been done on that forum.

I think someone high up n this board made something like it, can anyone point me to where it is?

Now I want to re-create it on my 3.6.4 board as its looks different and adds potiental to a site.
