Sounds like the product was exported from a 3.6.x forum...
Add this to your 3.5.x site and it should work!

Well, I am not sure what you mean but the product file you have uploaded should never install on a vBulletin 3.5.x website because of the following code in your product file:
<plugin active="1" executionorder="5">
That executionorder will stop the product install with the error reported...
