Mods for colored usernames/titles, etc.?

Is there a mod that doesn't use a point system (like vbPlaza and uBank) that gives users the ability to change other users' custom titles, change the color for their username/title in the postbit, and other similar things? I want see about giving that ability to our users, but I don't want a whole bank/point system.

Ditto. I've given a look through and editing the HTML in the user groups is all fine and dandy, but not expansive enough for me.:(
