Is it possible to add templates or to add links in a forum?

For example, I have a military/science subforum, which is in my forum. My forum is primarily a politics forum.

However, if I wanted to put some links in the subforum, or some icons, or some templates, would I be able to do that? How?

For example, you see at the footer of this page http://www.cyclingforums.com/, there are


"Links to websites we like:
Pezcyclingnews | Cyclingnews.com | Wine Zone | iinet "

However, I would just like to put a few of those in a subforum that I have, and no where else on the larger forum.

Well, you could just add a sticky or if you want it to be more involved... a subforum of the military/science subforum in which the title of the SFs is a link directly back to the desired site. (Add New Forum - Forum Link)

Personally, I'd just add a sticky with the sites....why crowd your board, you know?
