I was wondering if i can use one license on 2 sites if i own and operate both of them?

No that would go against the T.O.S.

You can have one site (the one listed in your Member Area account at vbulletin.com) per license.

yes, but that has to be a private site either on your local host or behind htaccess that only you have access to.
