Chmod to 777. How do i do this

how do i do this i searched and read and still dont understand.

is it this say if my forum is here www.domain.com/forums

i would create directories so it would be

www.domain.com/forums/whatever/777/chmod ?????

i have no idea how to do this.

i would very musch appreciate some help
