New Reply and New Thread Template - Alignment

I have been trying to figure out where I can get these templates to be left aligned instead of right aligned. See the first attached image. Any help would be appreciated.

Also, the submit and preview reply buttons, and the additional options section is centered and I would like to left align that as well. See the second image.
