OTB was created for one and one sole reason only; to give every member the chance to express their true feelings at any time they want and without having to worry whether someone is breathing down their necks?Freedom! OTB is an "all-out"/"free board", feel free to do as you?d like, this is your time, this is your place. Ever feel as if you were in a place where you were not sure if what you were doing was right or wrong? Do you ever wonder whether you had the right to post a comment without breaking a board rule? That is exactly what you will NOT feel at OTB. No harassments, no strict rules, no obligations; Just plain fun and excitement, and there are only twelve simple to follow rules. That's why I decided to create OTB, a place to get together with your best "e-buds" and have a great time while you?re getting to know one another. Online communities are excellent, since you?re rarely biased. What do you know about the person you are chatting with? Almost nothing and that is what makes it so damn interesting. You will not be harassed, ever. You will never worry about getting flamed or threatened at OTB, I will personally not allow that! Every member will be treated with respect for who they are and I will do my best to bring you want you need and what you want in a board, I am here for you.

most users won't register for a site just to review it. so i guess my review of your forum would be that it's lame... sorry. ;)

Yes, header needs removing. I've seen much worse today, so I guess it's not too bad. The other thing I'd change are the images for the category headers - change it for something with a little more contrast to the gradient below.
