I've edited HTML Character Set to: UTF-8
In vBulletin Options, Censorship Options:
I chose No for Censorship Enabled
Blank in Character to Replace Censored Words, Censored Words and Blank Character Stripper

And i have this error:

No, i've fresh installed VBulletin for a few days without any modification.

Hmm, weird

Try

http://mysite.com/forum/install/upgrade.php

replace mysite.com with urs.

Are you using the default skin that comes with the software?

Go to the vB ACP -> vBulletin Options -> Message Posting and Editing Options -> Prevent 'SHOUTING' and enter the number zero, and then make a new post and see if it works like you want.
