sub domains??

You need a new one if you want to put another vBulletin copy there ;)
You also need a new one if you want to let it display other content than the main site (for example show the same site, but in a rugby style).

If you just want to let it redirect to the main site, you don't need a new one.

But you better ask this in the sales forum (http://www.vbulletin.com/forum/forumdisplay.php?f=47) of vBulletin.com :)

You are permitted to have a single copy of vbulletin up and running and publicly accessable per license.

If the content is published with vBulletin: yes :)

For each installed instance of the Software, a separate licence is required.

Only one installation per license, any more needs thier own license.
