How do I enable editor?

Whenever a user creates a new thread or replies, they do not get the options such as fonts, font sizes, bold, italic, etc like you do n this forum. There are also no smilies. How do I fix this?

go into your admincp, make sure that quick edit in Message Posting and Editing Options, is set to yes, then scroll down just a bit further and make sure that Enable Clickable Message Formatting Controls, are set and your smilies are set.....
