Moderate threads but NOT posts by usergroup

The scenario that I am trying to accomplish is that Usergroup A will have threads moderated but posts unmoderated and Usergroup B will have threads and posts unmodereated.

Is there anything out there that will let me do this?

I do believe that 3.5 and 3.6 will already do this by default in the usergroup settings.
