How do users upload avatars

I wonder if anyone here can answer this question. I am presently running a vBulletin forum and I can't for the life of me figure out how to make it so users can upload there own avatars. I can upload the avatars through my admin control panel put I don't know how to make it so users can upload there own. Any help with this problem will be greatly appreciated. :confused: Thanx in advance.

Usergroup Manager -> Edit the usergroup you want to be able to use custom avatars

Take a look st the "Picture Uploading Permissions".
