3.6 - Standard Header & Different Top & Bottom For Banner Before Start & End of Forum

I need to create in vbulletin 3.6 :-

1. Standard Header For Banner

2. Different Top Section For Placement of Different Banners Before Start Of Forum & SubForum

3. Different Bottom Section For Placement of Different Banners Before End Of Forum & SubForum

4. Different Left Navigation

Anybody has any ideas how go about doing the above sample in vbulletin 3.6? Where to modify? Modify templates?
