Help with a condition

Any help with this would be appreciated...

I need a condition to hide the new thread button to users who have just signed up, so for the first day or so they can only read but cant start a new thread.

This gives me enough time to see all of their details and decide whether they are visiting for trouble or not.

Just use the Promotion System to promote them to the primary usergroup after x amount of days.

AdminCP -> UserGroup -> Promotions -> Add New Promotion
