if you know the code for that character, then place that code in

vBOptions > Censorship Options > Blank Character Stripper

That will stop it from being allowed for use

I filled it in but doesn't have an effect, I can still use it and it shows.

The char code is correct: █ = 2588

You entered the actual item into the chracter stripper? or the full html entity?

2588 is not a character entiy you need to entier it as its full HTML representation

I tried █ and &2588; but no luck. I'm not even sure it has a htm code, it's a symbol in word.

& #9608; Is the proper html entity.

Without the space.

Ok finally found how it works, you have to replace the original char (& #9608; ) with u9608 to make it work in vbulletin.
