2 question! Disable or Enable BalloonTips!!!

I am quiet new in this vbulletin and board thing, so please try to understand me :)

Question 1:

I ve checked around but maybe I didnt check it good or this doesnt exist.

Is there any way that these balloon tips wont show up when you come on a thread link, by default it is showing up when you come on a thread link.

Question 2:

Is there any way that I can use something to prevent my users to see the contents of a thread in particular forums if they dont reply to it?

Ok friends, I have found a solution for my q.#1

All I had to do is jut find and replace :)

Look in your threadbit template for:

Code:
$thread[preview]


Replace with:


Code:
$startdate $thread[lastposttime]


But my q.2 still stands, any help?

How long do I have to wait to get a response? I dont know, perhaps there is a rule that I have to wait a week or sumthin :p

trust me guys, they really want to see the threads, therefore they have to reply, my board members must see the threads, they need the info that we give in the thread, that is why this reply before see it is important.
